Who Is David Holt?

David Holt is an American politician, businessman, and attorney. Currently, he is serving as the 36th mayor of Oklahoma City. In addition, he is the youngest Oklahoma City mayor since 1923, on top of that, he is the first Native American Mayor. Prior to his election as the mayor, he was serving in the state senate. He served in the state senate for eight years from 2010 to 2018. In addition, he also served as the majority whip in the state senate. After winning the 2018 election, he was sworn in on April 10, 2018.

Career

He started his political journey when he was hired as the helper to Dennis Hastert, a then-Speaker of the House, and the September 11 attacks. In addition, he also served in the White House Office of Legislative Affairs under President George W Bush.

In 2004, Holt returned to Oklahoma full-time as the state’s campaign coordinator for Bush’s reelection. He worked for Senator Jim Inhofe of Oklahoma and Lieutenant Governor Mary Fallin of Oklahoma.

Moreover, he was appointed chief of staff to Mayor Mick Cornett of Oklahoma City in 2006, where he remained until his election to the State Senate. When Oklahoma City successfully fought for a major league basketball club, Holt was Cornett’s chief of staff, and the Oklahoma City Thunder of the National Basketball Association was born.

State Senate

On July 27th, 2010, he was elected to the state senate, where he received 64% of the vote cast during the primary. However, in the general election, he ran unopposed. He took over from Glenn Coffee on November 16, 2010. Moreover, he was the first Republican Senate president in the history of Oklahoma.

In his first term and on his first day in the office he was elected to the Senate leadership as majority caucus vice-chair. In addition, he was also named as the vice-chair of the Senate Business & Commerce Committee and vice-chair of the Senate redistricting committee. Moreover, his first session as a senator was highly noticed due to his effort to try and decrease the Oklahoma tax.

Furthermore, during his second session, he was noted for being the main author of a bill to remove Oklahoma’s income tax. In addition, he also drafted a bill to bring unprecedented transparency to the Oklahoma legislature.

In the 2013 legislative session, Holt proposed a “parent trigger” law for Oklahoma. The law was going to allow parents to have a bigger role in trying to improve underperforming schools. In the film Won’t Back Down, a similar law is featured. Still, in 2013, he introduced legislation that made “Black Friday” and other low-price sales lawful in Oklahoma. He led the push for a portrait of author Ralph Ellison to be placed in the Oklahoma Capitol.

The Appropriations Subcommittee on Select Agencies has named Holt as its chairman. He launched a comprehensive election reform package in January 2015 with the goal of increasing voter turnout. The Oklahoma District Attorneys Council honored Holt with the “Bulldog Award” for his efforts to address videos captured by body cameras.

Mayor of Oklahoma City

After serving in the state senate for eight years, he decided to vie to the mayoral position in the mayoral position. In the nonpartisan race, he defeated Taylor Neighbors and Randall Smith on February 13, 2018. During the campaigns, he was endorsed by several prominent politicians from both parties, Democratic and Republican.

After winning the election he was sworn in on April 10, 2018. David requested Willa Johnson, the first female African American member of the Oklahoma City Council, to swear him. Moreover, at the time, he was taking the office he was 39 years old becoming the youngest mayor in the history of Oklahoma since 1923.

As the new mayor, David together with other city leaders, opened the city’s new streetcar system, a project which was funded by MAPS 3. In addition, during his second year in the office, he brought the development and passage of MAPS 4 which was almost $ 1 billion. The fund was to address 16 priorities. Moreover, in Oklahoma David was referred to as an architect. The initiative was received well and it got 71.7% of the vote on December 10-, 2019.

David was named one of the Ten Outstanding Young Americans in 2018. He was elected to the United States Conference of Mayors’ leadership in 2019 and named vice-chair of the International Affairs Committee. In 2020, Holt was elected to the board of the National League of Cities and as a trustee of the United States Conference of Mayors, the organization’s highest level of leadership.

In 2019, Holt signed an agreement with the leaders of five other communities to form Oklahoma’s first Regional Transit Authority (RTA), with ambitions to build a metropolitan rail system in the coming years.

2020

During the COVID-19 pandemic, Holt declared a state of emergency on the first day a local case was confirmed in March 2020, ordered Oklahoma City to “shelter in place,” and remained relentless in his efforts to contain the outbreak. Holt supported a mask ordinance that was credited with bringing the numbers back down when Oklahoma City faced a second peak in the summer of 2020.

Holt attended two protests in front of the Oklahoma City police headquarters in 2020, following the killing of George Floyd in Minneapolis, and listened to Black Lives Matter activists and demonstrators. He spoke with Black Lives Matter leaders and formed a task team to examine police enforcement policies as well as a task force to examine the city’s Human Rights Commission’s reinstatement.
