Who Is Mike Duggan?

Mike Duggan is an American Politician serving as the 75th mayor of Detroit, Michigan. Away from politics, he is a known businessman. In addition, he is a member of the Democratic Party and he was elected for the first time in 2013.

He came to public attention after being the first white mayor of the majority-African American City since Roman Gribbs in the 1970s. Moreover, prior to being elected as the mayor, he held other government offices including deputy County Executive of Wayne County, where he served from 1987 to 2001.

Career

He started his career in 1986 when he was serving as an assistant corporation counsel. In 1987, he has appointed as deputy County Executive a position he held until 2001. At that time he was serving under Edward H. McNamara, and after that, he was elected prosecutor in 2000.

From 2004 he was serving as the President and CEO of the Detroit Medical Center (DMC). He took the position after the non-profit DMC was sold to publicly traded Vanguard Health Systems in 2010.

Serving as the Mayor of Detroit

Mike stepped down from the position he was holding in the DMC and relocated from Livonia to Detroit, with the intention to run for the mayoral position the following year. However, despite him having high hope for the seat he failed to pass the ballot qualification. His reason for not qualifying is that he filed for candidacy one year less after he established residency in the city.

In the August primary election, he ran a write-in campaign and got 52% of the vote. The two top vote-getters in Detroit’s two-round system face off in the general election, therefore Duggan faced out against second-place finisher Benny Napoleon, who received 29 percent of the vote.

During his campaigns his slogan was ” Every neighborhood has a future” and he was running under a platform of a financial turnaround, crime reduction, and economic development. Moreover, during the general election, he managed to get 55% of the votes. The general election was held in November, becoming the first white mayor of the now-majority-black.

First-term

After taking the office most of his focus was on improving emergency services response times and bus services. Moreover, he also supervised a demolish project, which was ambitious and at the same time controversial. In addition, he also emphasized more on relighting the city’s streetlights a task in which he saw important success and built upon efforts initiated by his mayor predecessor Dave Bing.

Furthermore, he promised to establish a municipally owned d insurance company. The company was nicknamed D insurance. In 2015, he endorsed hard on a bill that was going to establish such programs, however, the bill didn’t go through in the Michigan Legislature.

As the mayor, he increased the number of parks that receive regular maintenance. His act increased from the previous 25parks in 2013 to 275 parks by the end of 2017 per reporting by the mayor’s office.

Furthermore, by the end of 2017, Detroit’s unemployment rate had decreased to 7.5%, its lowest level since 2000. Duggan was instrumental in the creation of Detroit at Work, a 2017 online site that connects job seekers with employers and employment training. Duggan also established the “Grow Detroit’s Young Talent” program, which employed thousands of young people during the summer.

However, even after pledging to quickly reverse the trend, Detroit continued to see overall depopulation. During his first term in the office, he managed to develop a reputation as a capable technocrat. Still, in his first term, the municipal government’s authority was limited by state oversight, with emergency manager Kevyn Orr supervising the city’s bankruptcy and finances.

Second Term

After serving for the first term he was elected for the second term in 2017. After winning the general election with 72% of the votes Coleman Young II received 27% of the votes. In addition, during the 2018 spring, Detroit city was released from state oversight. After being released it was given its full municipal government control over its operation for the first time in 40 years.

Duggan was embroiled in scandal after the Detroit Office of the Inspector discovered in December 2019 that three top city officials, including his chief of staff Alexis Wiley, had instructed public employees to delete emails related to the nonprofit Make Your Date. Dana Nessel, Michigan’s Secretary of State, has initiated an investigation into the matter.

In September 20202, he was awarded Golden Padlock Award by the Investigative Reporters and Editor for being the most secretive United Agency or individual.

After the strike of the worldwide pandemic Covid 19, he was recognized for his support, especially in mass testing. In March 2021, Mike refused to request 6,000 doses of the Johnson and Johnson Covid-19 vaccine. According to him, he said he believed the Pfizer and Moderna vaccine were better options. However, he later accepted the vaccine. In addition, he would be seeking a second term in 2021.
